A particular form of propaganda in which an establishment asset is publicly criticized for reasons useful to the establishment's power.
This propaganda proceeds by pointing at some alleged "flaws" in some powerful and/or influent subject (a person, an institution, a system or a tool), and then proposing, implying or just asking solutions meant to "correct" or "improve" the object of the critique, but in ways that will only serve to make it even worse (i.e.: more useful to the establishment's interests) than it actually is.
Since the propagandized message is expressed in form of a questioning/critique against some big power, most people will fail to recognize it as propaganda; even worse, it will be perceived as a critical voice calling out a villain for his faults, when what is actually happening is the villain reproaching one of his minions for not doing their job right.
Typical examples:
Questioning the current so-called "democratic" system for giving people "excessive" say in matters that regard them.
Condemning social media for allowing excessive amount of "disinformation" (codeword for: dissent).
